As you may be aware, many major rail hubs have changed their policies of chassis provision. In the past, chassis were provided by rail sponsored, neutral chassis pools. In  those cases, qualified truckers, under an agreement with the respective leasing companies, could pull chassis for their customer and would be invoiced by the provider. The trucker in turn would invoice their customers. Now this process has been fundamentally changed with the inception of what are called “gray” chassis pools, wherein the railroad’s ocean carrier customers and some leasing interests have joined a cooperative to share their chassis resources. Under this new arrangement, only members are qualified to use the chassis; only members are invoiced for their use.

 

Interdom Partners, in order to continue to provide chassis resources to our customers, has become a member of a number of these pools. As a member, we are billed by the pools for our chassis usage, and in turn need to recover this cost from our customers, especially those who make their own provisions for trucking. These are gate to gate charges, and cover the use of the chassis from out gate to termination. The customer will also be charged for chassis charges accruing while their loads are on the ramp after rail notification.

 

We realize that this arrangement is counter to the long term experience of our customers who have paid for chassis use as part of their trucking bill. To that end, we would like to outline our program for chassis provision which we believe will make this change as convenient as possible for our customers. First, if you elect to continue arranging for your own trucking, Interdom will invoice your company monthly for chassis usage when we receive our invoice from the pool. If you elect to hire your own truckers, we will need you to sign a letter of understanding that your company would be responsible for the chassis.

Secondly, if you choose to use a trucker provided chassis, this will result in an extra flip off the rail chassis when you pick up your loads. We will need to know, at the time of quoting your rate, that this will be your arrangement. Since Interdom, would be invoiced by the rail for a lift charge, we would need to include that lift in your rate.

 

A third approach, which we believe would afford the more convenient transition, would be for Interdom to convert your ramp business to our door handling in our quotes. We could use the same truckers that you would use and simply add those costs into our rate. We also have truckers that we normally use which can provide competitive pricing if you are interested. We could agree on a set number of usage days as part of your rate and invoice any overage on the chassis. We believe that this option would be the least intrusive to your current way of doing business.

 

We realize that there have been some delays in rolling out this program to our customers. We pledge, however, to do all possible to provide the needed chassis resources and, going forward, streamline the billing process to our customers.
